PDI and other civil society organizations formed Balochistan Humanitarian Forum [PHF]
In a grand provincial level consultative workshop organized on October 26, 2009 in Quetta by PDI jointly with Oxfam Novib, PDI and other civil society organizations decided to form Balochistan Humanitarian Forum. The consultation was attended by a large number of civil society organizations from Quetta and about 20 other disaster prone and vulnerable districts of Balochistan.
The provincial consultation participants decided to establish a provincial secretariat of the forum in Quetta to establish and maintain strong linkages with the civil society organizations and other stakeholders in all the districts of Balochistan for collective respond to the growing challenges of different kinds of disasters including earthquakes, floods, droughts and tsunamis in the province.
On this occasion the bylaws and roles and responsibilities of the forum were discussed and approved and it was decided that the forum secretariat would develop a strong data base of the vulnerability of the different districts and also the civil society organizations working in different districts for strong coordination. The participants were of the view that Balochistan is vulnerable to all kinds of disasters and after a decade long drought followed by flowed, drought situation has again emerged in some districts of Balochistan. They warned that in case of droughts, 90 percent area of Balochistan would be engulfed by drought for which the government should make urgent planning.
The participants also warned that the coastal region of Balochistan can any time face devastating tsunami. The experts also said that whole of Balochistan Province lies in a seismically active region while Quetta lies in the 'Very High Hazard Zone'. The participants expressed concern on the fact that there is no proper flash flood management in Balochistan and the infrastructure destroyed due to the floods of 2007 in different districts have still not been repaired in almost all the districts.
